MOD FOOTY - UNDER 11s

Minimum players 10, maximum 12.

Played over 2, 20 minutes periods.

KICK OFFS - DROP KICKS

The ball must be place kicked in a forward direction, travelling 10m and landing in the playing field.

PLAY THE BALL

One marker is allowed - the ball must be always played backwards. Markers cannot move until the ball is received by the first receiver or the acting half back elects to run or mishandles the ball.

The team not in possession must not move forward until the ball has cleared the ruck.

The team not in possession must retire 5 metres.

There are 6 tackles in M0D FOOTY - UNDER 11s.

The ball must be transferred twice for that team to keep possession of the ball.

The only exception is when the team is in possession within their own 20 metre line in which case only 1 transfer is required.

There is no stealing of the ball one on one or any other time in MOD FOOTY.

CHANGEOVERS

These occur on the following occasions:

Knock on or accidental forward pass.

Acting half or first receiver is caught in possession of the ball (only 0 or 1 transfers).

Halfback runs and is caught in possession from a scrum.

At any restart of play eg. kick off, drop kicks etc. - the ball lands in the field of play and goes into touch. NOTE: The changeover is awarded to the non kicking team 10m in from where it first crossed the touch line.

After six successive tackles.

A player runs, is tackled or forced into touch - changeover 10m in from exit point.

If a kick - classed as a high up and under or a "bomb" in general play is made and there is no immediate advantage obtained to the non offending team - changeover at the point where the kick was taken from. NOTE: THIS IS NOT A PENALTY.

When a ball finds touch in general play - changeover 10m in from exit point.

When a ball is kicked into touch on the full - changeover where the ball was kicked from.

ZERO TACKLES

These occur on the following occasions:

A player taps (place kicks) at a free kick and it is regained by that player and not passed by that player.

A player fields a penalty kick and does not pass it.

The ball is regained after it is dropped by an opponent and it is not passed.

A player fields a kick and does not pass it - eg. kick off, drop kick etc.

A change of possession occurs.

An intercept occurs and the ball is not passed by the player who intercepted the ball.

KICKS IN GENERAL PLAY

These are allowed in MOD FOOTY.

Place, punt, drop and chip kicks are allowed in general play. However, kicks that are high and place pressure on a defending player or the player who is to catch the ball - or are classed as "bombs" are to be stopped. A changeover, not a penalty, then results where the ball was kicked. This is providing there is no immediate advantage to the non kicking team.

Field goals cannot be scored from a drop kick in general play.

A kick that is touched by a defending player in general play results in the transfer or pass count going back to zero. This means that a team who has passed twice and then kicked giving them a three transfer count, and who has the ball touched by a defending player and then score only has a try value of three and not five.

SCRUMS

Are formed no closer than 10m to the touch or the goal line.

Are formed when:

Infringement by both teams - eg. double knock on.

Player held up over the goal line - except on the last tackle - this results in a changeover.

From a penalty kick for touch the opposition touch the ball before it crosses the touch line.

Ball strikes the referee and affects play or ball carrier runs into referee and affects play (Attacking team gets the loose and the feed).

Referee accidentally blows his whistle, or the ball bursts in general play. (Side last in possession get the loose and the feed).

SCRUMS ARE DEPOWERED - FORM - ENGAGE - HOLD instructions.

5 players in a scrum.

Hooker is the only player allowed to strike for the ball.

All props must keep both feet on the ground.

The ball must emerge from behind the inside legs of the prop forwards.

The halfback must pass the ball once from a scrum to retain possession. If he is unable to or is immediately tackled then play on.

There are no ZERO TACKLES from a scrum - ALWAYS TACKLE ONE.

TRIES

3 point try - for 0 or 1 pass/transfers.

5 point try - for 3 or more passes/transfers.

Penalty tries may be awarded - they are given at the centre of the goal line and are always worth maximum value - 5 points.

Also possible 7 and 9 point tries may be awarded if a player is fouled in the act of scoring.

Goal kicks are taken 10m out from the centre of the goal line - in front of the goal posts.

Either a drop or a place kick may be taken to score points at a conversion.

NO PLAYER IS TO HAVE TWO ATTEMPTS AT A CONVERSION UNTIL ALL HIS TEAM MATES HAVE HAD AN ATTEMPT.

SIN BIN ETC.

No Sin Bin or Send Offs in MOD FOOTY.

Players may be asked to be replaced for the remainder of the period or the game only.

Referees are not permitted to have a player replaced for two periods or for 5 or 10 minute periods.

MOD FOOTY - UNDER 12s

Minimum players 11, maximum 13.

Played over 2, 25 minutes periods

The rules for MOD FOOTY - UNDER 12s are the same as the UNDER 11s except for the following differences.

SCRUMS

Scrums are formed with six players.

Hooker is the only player to strike for the ball.

All props must keep both feet on the ground.

The ball must emerge from behind the inside legs of the prop forwards.

These are also formed on the following occasions:

Knock ons - where the is no advantage to the non offending team.

Accidental forward passes.

At the scrum the half back may run - he does not have to pass/transfer the ball at any stage to retain possession of it.

PASSING - TRANSFERS TO KEEP POSSESSION

Also there is a "no pass" zone within their own 20m line.

This means that a defending team in possession of the ball in the area from their own goal line to the 20m line do not have to pass/transfer the ball at any stage to retain possession of it.

Outside of this area the team must transfer the ball at least twice to retain possession.

If this does not occur then a changeover results where the next tackle is effected.

GOAL KICKS - CONVERSIONS

These kicks are to be taken with place kicks opposite where the try was scored as per International Laws.

The exception is when the try is scored in the area within 10m in from touch on both sides of the field. On these occasions the kick is allowed from 10m in from touch. This is to assist the player and reduce the angle.

Again kicks may not be taken any closer than 10m out from the goal line.

NO PLAYER IS TO HAVE TWO ATTEMPTS AT A CONVERSION UNTIL ALL HIS TEAM MATES HAVE HAD AN ATTEMPT.
